File Release Notes and Changelog

Bug fix release - handle new format .changes files and replace support for viewing files in the current working directory.

	* configure.in: 0.2.1 release.
	* src/dvarchive.c (dv_parse_changes): Handle new format
	.changes files that include Checksums for each file.
	* src/main.c (convert_vfs_to_gfile): Handle local files
	in the current working directory.
