The original bug was posted on ubuntu launchpad: https://bugs.launchpad.net/ubuntu/+source/sane-backends/+bug/134841 :

HP DeskJet F4140 is a new All-in-One (print, scan, copy) that is not in sane's database yet. Sane works fine for root, but users in group 'scanner' cannot access the All-in-One scanner functionality. To fix this, the following line needs to be added to /etc/udev/rules.d/45-libsane.rules:

SYSFS{idVendor}=="03f0",SYSFS{idProduct}=="7e04",MODE="664",GROUP="scanner"

In order to fix this in sane source code, the following section needs to be added to sane-backends/doc/descriptions/hp.desc:

The hp.desc file is only for scanners supported by the 'hp' sane backend. I would bet that this scanner is supported by some other backend (hplip?). I would like to see the output of scanimage -L to get the right driver, then i will add the entry.

Now that I have done some digging, it looks like this is supported by the hpaio backend. We dont list rules for any of the other machines it supports and they work, so I would suggest you contact the hplip folks for suggestions.
